With the signing of House Bills 1060, 1061 and 1094, Governor Ritter made it possible for Advanced Practice Nurses to treat Coloradan’s more effectively through increased access and better patient management. The key to this success was having one clear message, delivered by multiple individuals consistently throughout the process. It has been a long road from the days when Karen Tomky, Karen Zinc and other Advanced Practice Nurses started alerting the Colorado Nurses Association to the obstacles that they and their patients were encountering. In 2006, an opportunity to remove these barriers presented itself during an interim committee on healthcare policy that Paula Sterns (past Executive Director for CNA) and Charlie Hebeler, the CNA lobbyist attended. From that committee, HB 07-1023 (forerunner to HB 1060, 1061 and 1094) was born. While initially gaining support in the House, HB 07-1023 did not make it out of the Senate Health and Human Services committee. Over the last year, under the leadership of the Colorado Nurses Association, we were able to distill our message, redraft the bill language and come together as a united APN community to support HB 08-1060, 1061 and 1094. At every opportunity—in committee testimony, in meetings with physicians, in the legislative DVD, and in countless emails and phone contacts—we were all sharing the same message, and the message was heard LOUD and CLEAR. All 3 bills passed both the House and Senate with only 3 “no” votes!! That is a tremendous feat!...and one that we all shared a role in achieving. Details to follow shortly HB 1094 will take effect July 1, 2008. HB 1060 and 1061 will take effect on January 1, 2009. All three “laws” are available through the Colorado General Assembly’s home page. There are still some statutes that do not include APNs (like death certificates and certification of mental incompetence for trial), so please be sure that you are familiar with the statue and practicing within your Scope of Practice. COVERAGE OF THE BILL SIGNING: http://cohousedems.typepad.com/my_weblog/2008/03/gov-ritter-gn.html 02/04/08 - This week HB 1061 passed the House with a vote of 62 to 0, with 15 new co-sponsors - There was a negotiation between CNA and the Colorado Medical Society on bill language after the first hearing in the House Health and Human Services Committee on HB 1061 - with consensus reached on bill language prior to the Vote in the House HHS Committee. Colorado Medical Society provided a written statment that supported the new bill language which was introduced prior to the vote. This agreement helped to decrease opposition on the bill.
